§ 32. System upgrades

The operator shall endeavor to upgrade the cable television system to a channel capacity of 42 channels through a three-phase upgrade project consistent with the expressed needs of the community and subscribers and with economic feasibility so that the system is generally consistent with other cable television systems of comparable size in the State of Texas (except for experimental or demonstration systems).
